so, yeah, sounds like you want a source to generate these steps. In your case, what about using
vector source (vector being range(10,21,1) ) --> repeat (repeat factor = duration of each step / sampling rate) --> frequency mod (sensitivity accordingly)
I'd recommend you play around a bit!

Feels like you actually rather have something like a "Signal Source [Square wave + offset]" -> Frequency Modulator
