We are happy you are interested in participating in a GSoC project, you should definitely give the GSoC FAQ provided by Google [0] a read and also
have a look at our participants guide [1].
There is a specific section on the proposal part, what our list of ideas and the proposals are for. To answer your question: Basically both is possible, some students choose an idea from the list and hash out the details and the timeline and ideally finish the project if they are selected for GSoC, other students propose something not on the list (with prior coordination with us). The ideas on the list are meant as an example for scope and detail.
The mailing list should be open for any kind of email domain. We had a small hiccup with matrix, but the signup from gmail.com <http://gmail.com/> should be fine now, too.
