This question is absolutely not related to GNURadio, but to VHDL
Futhermore no one can answer without any idea of what blocks do. Only the Matlab block documentation can help .
sometimes, A 2 cycle clock can be used in VHDL hardware to perform some operation on even and some other on odd rising edge of the clock.
