Dear M S SUMI:

You don't need to have USRPs, but you probably want to have SDR transceiver board(s) with you if you want to deal with the real-world signals. Without SDR boards, you can only do simulations with synthetic data (which is often fine).

Look for RTL-SDR (receive only), ADALM-PLUTO, or LimeSDR Mini (not released yet) if you need cheaper alternatives to USRP.
