There are windows installers available for GNURadio, located at http://www.gcndevelopment.com/gnuradio.  They contain all dependencies and are 64-bit only, compatible with Win 8 & 10.  They also include a number of drivers, OOT blocks, and ancillary packages like gqrx.

The current version is based on 3.7.11.1.  The most recent version provides probably 95%+ of the Linux functionality, including WX + QT GUIs.  TCP sinks/sources do not work, creation of OOT blocks is very difficult still, and some things (like file sink paths) need adjustment to work properly, but in general the packages are pretty decent now.  (I am biased as I am the maintainer of the installers)

can you try to select an absolute file name rather then just "new.bin", in a directory that you definitely can generate new files in?

To me, this looks like the reason really is that you're not allowed to create or write to new.bin.
