It can, even if the data stream has irregular timing. That's why there
is a DLL there. See the links posted before for how it works.

Again, such timestamps are useless for the resampler. It needs
to measure the flow of data on both ends of the buffer *using the
same clock* for both. Doesn't matter much which clock as long as
it's not too bad, but it must be same one as used to timestamp
the blocks going to the audio driver.
