[Discuss-gnuradio] gr-specest back on track

Hi guys,

thanks to Manuel, we've fixed the final glitches in the build-system
re-haul of gr-specest.

Well, not quite. Some of the tests still fail, but because of a problem
in the QA system which we know about.
However, a lot of people have been asking about why gr-specest doesn't
build, and all of you can now continue estimating the spectrum :)

So, grab the latest master from:
