[Discuss-gnuradio] New build-gnuradio

Mr. UHD, being a man of some comedic genius, has once again
roto-rootered the file structure on the web server that serves up
UHD Firmware/FPGA images :-)

So, I had to change build-gnuradio to deal with the new world.
