The input of the adc is between 0 and Vref (i don't know this value). The gain and the offset are to place the input value between V- and V+ (this values are chosen by you). The decimation step down the sampling frequency. I know the operation of the verilog block, but i don't know how to program some new values because i don't understand pyhton at this time. If you want, i can send you a block schematic of the top of the FPGA to help you to understand.
