[Discuss-gnuradio] gr-howto-write-a-block configure error in cygwin

I am playing howto-write-a-block in cygwin.
Git trunk.
./bootstrap no problem
./configure brings the following error:
checking for GNURADIO_CORE... configure: error: Package requirements
(gnuradio-core >= 3) were not met:

No package 'gnuradio-core' found

This does not happen in Ubuntu.
Anyone has any idea on this?
