No color on buttons

I tried this one before but no answers so I'm trying again.

 

I'm trying to display a Toggle Button with color. I can select the colors but the button stays gray.

 

This problem occurred when I upgraded to 3.10.5.1 from 3.9.

 

There must be something missing – what is it?
