A release candidate is now tagged in git and available on github:
It's been a while, as we're slowing down the release schedule for v3.10 a bit. Most of the changes have to do with GRC-Qt (fixes and parity with the Gtk version), UHD/RFNoC updates, CI/devel changes.
We'll put out the final release in the next week if everything goes well.
