They're not part of GNU Radio itself, they are separate modules. So, I
think you might be referring to a way of installing windows ports.
I'm currently aware of three ways

* Geof Nieboer's MSVC-based builds
* Ryan Volz's anaconda-based installation method and
* Getting GNU Radio under WSL on windows 10

Which one *are* you referring to?

Also, I didn't even know gr-dslwp, but it seems to be for GNU Radio 3.7:
the newer packaging efforts are all centered around GNU Radio 3.8.
