Feedback on unfinished Proposal for "gr-fec module"

Hi all,
I was working on my GsoC proposal for the project titled "Forward Error Correction in GNU Radio". This proposal is not finished yet, however I would like to receive some feedback on the ideas. Please let me know if my approach is "implantable" .
