The only way to lower the noise figure on the TVRX is to put an amplifier in front of it. The noise figure is only about 8-9 dB, though, so it isn't that bad.
indeed, i use one of the LNA's from rfbay, though i can listen to cleaner sigs with other radio equipment at hand..
